What is money?

Is the Swiss National Bank (SNB) lying?

Statement 1:
“On the one hand, the SNB is entitled to create money, because of its note-issuing privilege.” http://www.snb.ch/en/system/glossary

Statement 2:
“[The money supply includes] notes and coins (outside [central banks])”
http://en.wikipedia.org/wiki/Money_supply

Aren’t these two statements contradictory?
Could someone help me?
